Mission to monitor the implementation of the first funding for young people awaiting funding in the Koulikoro region.
The implementation of the funding of 452 young beneficiaries of the FIER II project shows significant progress in the circles of Banamba, Kangaba and Kolokani. The follow-up mission led by the Kulikoro UCR from 19 to 28 July 2026 revealed the disbursement of at least 84 projects, while identifying the constraints to be overcome in order to speed up the financing of other beneficiaries.
This mission is part of the funding process for the 452 rural youth accompanied by Project FIER II. The mechanism combines a 10% personal contribution from the beneficiary, a project grant and a credit from the Decentralized Financial Systems, including the RMCR and CAEEC. It aimed to verify the mobilization of personal contributions, the processing of cases, the positioning of grants and the effectiveness of disbursements.
To Banamba183 projects are funded by RMCR, including 93 rural microenterprises (MER) and 90 income-generating activities (AGR). A total of 76 young people had already mobilized their personal contributions. Ten AGR projects received a first disbursement. The Mission recommended speeding up funding for other projects whose grants are already available. At CAEEC level, 12 out of 26 young people have contributed, but no disbursement is still made.
To KangabaThe monitoring covered 117 projects distributed between the Kangaba and Siby caisses. Nineteen young people, including four promoters of rural micro-enterprises and 15 promoters of income-generating activities, received overall funding from 27 345 500 CFAF. The mission noted, however, that 52 young people had not yet presented themselves for the preparation of their files.
The most important results were recorded in the Kolokani. In Kolokani, 33 projects were disbursed, while another nine are ready to be disbursed. In Diedieni, the 22 projects monitored by RMCR had all received funding for a total declared amount of 62 038 850 CFAF. The mission also visited two young entrepreneurs in Sébékoro-Gouenzana to appreciate the start-up of their activities and the use of the management tools provided as part of the APEJ support.
Despite these progresses, several difficulties persist: low mobilization of certain personal contributions during the winter period, previous loans still in progress, overdue accounts, delays in the preparation of files, difficulties in obtaining administrative parts and increasing the cost of certain raw materials.
The mission recommended that FDS strengthen direct contact with beneficiaries, speed up the processing of cases and disbursements, and regularly forward the backlog lists to the Regional Coordination Unit. Indeed, better coordination between the FIER II Project, financial institutions, support staff and young people remains essential to ensure effective access to funding for the 452 beneficiaries.
Through this dynamic, Project FIER II confirms its ambition to make rural entrepreneurship a powerful lever for creating and promoting employment, income creation and the economic empowerment of young people in the Koulikoro region.
