Organizational framework of the FIER II Project

Project FIER II is under the supervision of the Ministry of Entrepreneurship, Employment and Vocational Training (MENEFP) working with the Agricultural Development Fund (FIDA) for its implementation.

Steering Committees

By administrative act, the Ministry of the Interior has established the arrangements for the pilotage and guidance of FIER II.

The National Steering Committee (CNP) is composed by representatives of: Key Ministries (Finance; Rural development; Entrepreneurship, Employment and Vocational Training; Youth, Advancement of Women, Children and the Family); specialized agencies for training and promotion of youth employment; the National Youth Council; the Consular Chambers (CCIM, APCMM, APCAM), the Patronate and the Regional Councils.

The mandate of the LWOP is to monitor the progress of the project and ensure that its objectives are met and that its intervention strategy is met through the following tasks:

  • approve annual work programmes and budgets (AWPs);
  • approve annual implementation reports;
  • review and approve audit reports;
  • verify the implementation of the recommendations of supervisory and audit missions;
  • ensure that the Project and its APBAs are consistent with ongoing strategies, policies and projects.

A Regional Concertation Committee (CRC) is established in each intervention region and has the mandate to:

  • approve the annual work programmes and budgets (PTBA) prepared by the Regional Project Coordination Unit in collaboration with the Technical Unit of the Regional Council;
  • verify the implementation of the recommendations of the supervisory missions;
  • ensure the project's consistency with the regional economic development strategy;
  • ensure consistency in the implementation approaches of the various projects and maximize complementarities and synergies between them;
  • inform all stakeholders about the implementation of the Project, discuss the evaluation reports, impact surveys and monitoring reports of the Project to progressively improve its implementation;
  • provide a forum for exchange of experiences and actions.

National Coordination Unit (NCU)

The Ministry of Guardianship has set up theNational Coordination Unit (NCU) which has managerial autonomy and is responsible for the implementation of the Project through the management of resources and heritage, the management of staff and the management of partnership and execution contracts.

The NCU is responsible for relations with the trusteeship and the Ministry of Economy, acting on behalf of the Empruntor (the Malian Government). It organizes oversight and review missions, and ensures relations with other IFAD-funded projects or other technical and financial partners. With regard to operational management, the NCU will:

  • The preparation of the Work Programme and Annual Budget (PTBA);
  • monitoring and evaluation of AWP activities;
  • the preparation, in consultation with the technical services concerned, of tender documents for works, supplies and services and the award of contracts;
  • technical and budgetary monitoring of activities and results;
  • preparation of quarterly and annual reports on activities, as well as knowledge and knowledge management;
  • coordination of the project's cross-cutting actions (training, studies, missions, etc.);
  • the organisation of the flow of information between the various partners concerned (technical services, private operators, civil society, etc.);
  • assistance, technical support and monitoring of the regional coordination units of the Project in the implementation of the various activities;
  • quality control of the achievements and performance of service providers (NGOs, private actors, producer federations),
  • monitoring the implementation of the guidance provided by the National Steering Committee, coherence and coordination with other IFAD-funded projects and technical and financial partners at national level; and
  • the conduct of the project completion phase.

    UCN is composed of:

    • 1 National Coordinator,
    • 1 Expert in promoting employment for rural youth,
    • 1 Expert in vocational training;
    • 1 Gender specialist;
    • 1 Rural Engineering Engineer;
    • 1 Specialist in rural finance;
    • 1 Monitoring/Evaluation Officer assisted by
    • 1 Knowledge Management and Communication Specialist;
    • 1 Administrative and financial officer;
    • 1 Procurement Officer;
    • 1 Administrative Assistant;
    • 1 Accountant;
    • 1 Executive Secretary
    • 3 Drivers.

Regional Coordination Units (RCUs)

In each intervention region, a RCU is established within the Regional Council. Under the coordination of the NCU, RCUs have administrative and financial autonomy and have the mandate to:

  • coordination of the project at regional level;
  • links with the Regional Council and the deconcentrated Administration;
  • coordination, local procurement;
  • evaluation of performance contracts with local service providers,
  • close monitoring of project activities by different actors (OPs)NGOs, decentralized public services, private providers).

LURC consists of:

  • 1 regional coordinator
  • a professional training specialist;
  • an economic integration specialist for rural youth, an evaluation monitoring assistant,
  • an accounting assistant,
  • 1 Administrative Assistant,
  • Two drivers.

Implementing partners

FIER II works according to the principle of doing. UCN signs contracts with:

  • youth targeting and guidance operators (OCO).
  • study offices
  • NGOs selected on a competitive basis,
  • producer, youth and women's umbrella organisations,
  • The aggregation facilitation operator (FAO)
  • Public Technical Services.
