As part of the support of the young beneficiaries of the FIER II project, a post-financing monitoring mission was carried out at Bafulabe, Kita and Kénieba to assess the progress of financing procedures with Decentralised Financial Systems (DFS), including the payment of personal contributions, disbursements of loans and the effective start-up of Income and Micro-Entreprise Rurale
The mission included:
Update on young people who have already mobilized their personal contributions, those whose files are in progress and those who are lagging behind;
Check the status of the position of the grants by the FIER II project according to the availability made;
Exchange with the heads of the Decentralised Financial Systems SFD on the processing of files, the implementation of appropriations and disbursement, the difficulties encountered in receiving contributions,
Exchange with a sample of young beneficiaries who have received their funds and propose corrective measures to the needs to speed up the effective implementation of the funding;
Develop operational recommendations for better coordination between young people, DFS, support staff and Project FIER II.
Satisfactory results in Kita including 124 young people already fundedes
Exchanges with partner financial institutions show positive developments in the financing process.
In Nyesigiso Kita, only one young person is involved in funding. He has not yet paid his personal contribution of 10 per cent, a prerequisite for disbursement.
At the level of CAECE Kita, the only young beneficiary of a Rural Micro-Entreprise (MER) has already obtained the disbursement of its funding and has started implementing its activity.
In Kafo Jiginew Kita, out of 11 young beneficiaries, all in income-generating activities, 10 have already paid their 10% personal contributions and received their funding. They were able to start their activities.
At RMCR Kita, 20 young people invested in income-generating activities, all paid their personal contributions. To date, 17 beneficiaries have already received funding and started their economic activities, while the remaining files are being finalized.
With regard to Sinisigi Kita, of the 155 young beneficiaries, including 27 Micro Rural Finance and 128 Income-generating Activities, 97 paid their personal contributions and 96 have already benefited from the disbursement of their funding to launch their projects. In addition, a grant application for 63 young people Kita and Bafoulabe are currently being processed by the project and the financial institution. This will speed up funding for the remaining beneficiaries.
An encouraging increase in Bafoulabe including 18 already funded and 59 ongoing
In Nyesigiso Bafoulabe, there are 32 young beneficiaries, including 25 income-generating activities and 7 micro-rural enterprises. Of these, 22 have already paid their personal contributions. 18 have secured the disbursement of their funding and continue to implement their activities.
At the level of Sinisigi Bafoulabe, out of a total of 70 young beneficiaries all with income-generating activities, 59 have already paid their personal contributions. Disbursement procedures are gradually continuing in collaboration with the financial institution.
A slower evolution in Kénieba, 12 of which are already funded
In the circle of Kénieba, progress remains more modest.
In Nyesigiso Kénéba, 8 beneficiaries obtained disbursement of their funding. A total of 52 young beneficiaries, including 26 income-generating activities and 26 rural microenterprises.
At the level of Kafo Jiginew Kénieba, out of 7 young people who have paid 10 per cent of their personal contributions, including 5 income-generating activities and 2 rural micro-enterprises, 4 have already benefited from the disbursement of their funding, the remaining cases are still being processed with Decentralized Financial Systems.
The mission conducted a field visit to a few beneficiaries who have already started their activities in sheep and goats, including in Kita West village of Toumoudoto in Bafoulabe and Mahina.
Continue efforts to accelerate disbursements
This monitoring mission highlights significant progress in a number of financial institutions, particularly in Kita, where disbursements are changing satisfactorily. However, some beneficiaries remain awaiting payment of their personal contributions or completion of administrative procedures. In Kénieba, where the majority of projects are rural micro-enterprises, payment of personal contributions is declining. In Bafulabe, too, there is encouraging progress in the payment of personal contributions.
Project FIER II, in collaboration with the Decentralised Financial Systems partners, will continue close monitoring actions to speed up disbursements, remove identified constraints and ensure a rapid start to the activities of young entrepreneurs. This dynamic will help to strengthen the economic integration of rural youth and promote sustainable entrepreneurship in the regions of the FIER II project.
