Regional governance of the FIER II project in progress: The Kulikoro Regional Concertation Committee kept all its promises during its first session held on 1 April 2026
On April 1, 2026, the Kulikoro Regional Council hosted the first session of the Regional Committee for Concertation (CRC) of the FIER II project. Between a 2025 assessment found to be largely satisfactory and the approval of an ambitious action plan for 2026, the region reaffirms its commitment to the economic integration of rural youth.
Under the chairmanship of the 2nd Vice-President of the Regional Council, Mr Adama FOMBA, this inaugural session brought together some 30 key actors, strategic partners of the project, namely representatives of the regional directorates, consular chambers and professional organisations. The challenge was to validate the orientations of the Second Vocational Training Project, Integration and Support for Young Rural Entrepreneurship (FIER II) at the level of the Koulikoro region.
On occasion, the coordinator of the Regional Coordination Unit (RCU) recalled that CRC is not just a formal body. It ensures the project's coherence with the regional development strategy and a key exchange forum to maximize synergies between stakeholders.
The CRC session approved PTBA 2026 as a new step. This programme aims to strengthen employability through an integrated approach. Priorities for the current year focus on direct support for young people (coaching, functional literacy) and improving access to funding.
Particular attention will be paid to cross-cutting issues, including nutrition, the environment and especially the inclusion of women and persons with disabilities.
Committee members also called for greater involvement of technical services, including on plant protection, health (nutrition) and gender issues.
The review of the Work Programme and Budget 2025 was also reviewed by the Regional Consultation Committee and noted that:
- The state of play of young people financed by FIER and their accession to FIER II: 4 521 youth were identified, with a rate of achievement of 80,6%. Nearly 92% of them have already joined the project.
- Entrepreneurship support for young people awaiting funding: In September 2025, the Regional File Selection Committee validated 453 projects (Micro-Rural Enterprises and Income-generating Activities) for a total investment of around CFAF 998.8 million.
- For capacity-building: the training component enabled to qualify 452 young people in entrepreneurship and 389 Technically. In parallel, 328 teachers have been mobilised to ensure the tutoring 29 have already received training of trainers
Towards 2026: PTBA 2026 promises more inclusion and sustainability

This assessment was found to be generally satisfactory.
In conclusion, the Committee recommended that its sessions should be held systematically prior to the National Steering Committee in order to ensure that the realities of the field were kept up to date. With a positive 2025 balance sheet and a validated 2026 work plan, the FIER II project aims to impose itself as a lever of socio-economic transformation for the Koulikoro region.
